Regular Season and Playoffs are all in a Best of 3 format. All matches are to be played on the N. California server.
Higher seed is the lower number seed between the two teams!
The higher seeded team will determine if they are Team A or B for the series. Teams will follow this map ban procedure:
Team A will ban one Map
Team B will ban one Map
Team A will pick one Map
Team B picks side for Map 1
Team B picks Map 2
Team A picks side for Map 2
Team A bans one Map
Team B bans one Map
Map 3 will be the leftover map

1. Fractured Coast Overview
The format for the Fractured Coast 2023 is broken into three primary phases; the regular season, playoffs, and the Championship.
The regular season will begin the week of April 1st and conclude the week of April 20th.
Playoffs will begin April 22nd and will run until April 27th.
The Championship match will take place on May 3rd for both Division 1 and 2.
Tournament Divisions
Tournament Divisions are a way to allow teams the opportunity to grow and compete against teams of similar skill level. Additionally, it provides a pipeline for players to rank up and grow as a team.

Both tournament divisions will share the same format and schedule for matches.
2. Format and Schedule
1. Regular Season
Regular Season Format
Teams will be drawn into groups of 4, where they will have 3 rounds of Round Robin.
All matches must be completed by April 20th.
For each of the 3 rounds, the default day / time will be FRIDAY at 6:30pm (PST)
However, if both teams agree, the match date or time can be changed to another time
NOTE: The deadline for submitting scores is Saturday April 20th at 11:59pm. Please allow ample time for matches to be played and scores to be submitted. We recommend no later than Saturday afternoon when rescheduling a match.
2. Regular Season Default Times
Match 1: April 5th at 6:30pm (PST)
Match 2: April 12th at 6:30pm (PST)
Match 3: April 19th at 6:30pm (PST)
2. Playoffs
1. Playoff Format
At the conclusion of regular season, the top 2 teams from each group by overall record will move onto the playoff stage draw.
Playoffs will be a single elimination tournament taking place between November 7th and concludes November 18th.
In the event a team is unable to compete in playoffs, the next highest placed team in their group by seeding will be invited.
2. Playoff Schedule
April 22nd - April 27th
Round 1: April 26th
Round 2: (If needed): April 27th
Grand Finals: May 3rd
3. Playoffs Default Time and Rescheduling
Default Playoffs Match Times:
Similar to regular season, all playoff matches' default time is 6:30PM PST.
In order for a reschedule during playoffs to be approved, teams must consult with a PEL admin after discussing a new time with their opponents.
If a reschedule for playoffs is approved it must meet the following requirements:
Be stated 24 hours in advanced unless an emergency occurs.
Reasons given as to why the reschedule is needed
Approval of the new time from both teams
3. Tiebreakers
1. Group Stage Tiebreaker Format
Tiebreakers will be used if the multiple teams have the same record after the regular season and are in contention to qualify for playoffs. Tiebreakers will be run in the order shown below until the tie is broken.
Group Map Differential
Every map during matches played in the regular season will be calculated and compared against the other teams in the tiebreaker. The team with the highest positive map win differential will receive the contested spot in the playoffs.
Group Round Differential
Every round during matches played in the regular season will be calculated and compared against the other teams in the tiebreaker. The team with the highest positive round win differential will receive the contested spot in the playoffs.
Head-to-Head Record
In the event that two teams still tie with the same map and round differential, then the teams who won the head to head matchup will advance.
Any changes made to the tiebreaker format will be communicated to teams through discord.
3. In-Game
1. Host
The Higher Seed Team will make the lobby. A link to the bracket will be announced and shared on discord when it is available.
If the match is being streamed, the PEL broadcast team will host the lobby.

4. Coach / Spectator Slots
Teams may have a player in the coach slot as long as that player is officially on the roster. Players in the coach slot may only speak with their team in-between maps or during tactical timeouts.
Teams are not allowed to have players in spectating slots unless they are an approved talent program student with their presence being organized beforehand.
4. Match Procedure
1. Map Banning
The higher seeded team will determine if they are Team A or B for the series. The following Map Ban procedure applies for both regular season and playoffs:

5. Legal Agents
Any newly added or reworked agents will be banned for a set of time determined by the league admins. After that point, teams are free to play the agent in official matches.
If an illegal agent is picked during a match, the pick phase will be restarted with the same agents selected
If a team repeatedly picks the illegal agent during a match, they risk the match being forfeited to their opponents.
Any agents that are temporarily disabled by Riot Games will be unable to be picked or used while the agent is still disabled by Riot Games. Once the agent is fixed and eligible to be played, they are allowed to be used in official matches for the Pacific Esports League.
5. Breaks, Pauses, Disconnects
1. Between Map Breaks
Between maps, teams will have 5 minutes of break time available. If both teams agree, the match can continue without the break. Additionally, teams may also extend the break if both teams agree.
If your match is being officially streamed by the Pacific Esports League, the admin / broadcasting team may request more time. Teams will follow the instructions given by the broadcast team.
2. Disconnects
When a player disconnects, a pause must be requested. The game can only be requested to be paused during the buy phase proceeding the disconnect.
The game may only be unpaused after 10 minutes, or after the player reconnects, whichever comes first.
The match will not be restarted for any player disconnections.
3. In-Game Timeouts
Teams are allowed to call Timeouts of 60 seconds in duration, two times per map, using the Tactical Timeout feature in-game.
In the case of issues resulting from severe issues of lag in game, or connection issues, teams are allowed to pause the match.
Each Team has 5 minutes of in-game pause time each map. After 5 minutes the game is eligible to resume.
4. Exploits and Techs
1. Prohibited Exploits
Any exploit that Riot Games does not allow will be prohibited in competition for the Pacific Esports League.
